SEI 700 forms are "Statement of Economic Interest" Forms.   They are setup like tax returns but they require far more information about assets and income and they are required to be filled out by many of our civil servants.  

The system was established in 1974 but instructions not visible on the forms suggested filers need not report their homes and many second homes on the forms. Given those are the largest assets for many, and vehicles whereby they can gain many economic advantages such as preferential loans, tax-assessing, undeclared rents, property as gift and more, it nullified the system.  

Then other changes related to 1) judge qualifications 2) court consolidations 3) Assessor-Clerk-Recorder consolidations transpired and "how bad could it get"?  

These should have been aggressively audited by the media and public since the 1970s and the loophole for reporting should have been closed.  

They were not and those filing got use to the idea they were not overseen.  What can be found in them now is often shocking.  

You , as part of the largest Court of Public Opinion you can muster, now need to be the auditors and Judges.
